3. Each applicant should take pride in knowing that the superior
performance documented in the evaluations and fitness reports
reviewed by the board required the members to dedicate long hours in
making hard choices to ensure only the best and fully qualified
applicants were selected. I am confident that each selectee will
justify their selection time and again in their new career as
mustang officers. Those not selected are highly encouraged to seek
out a LDO/CWO in your area for advice on ways to grow professionally
and improve opportunity for future selection. Bravo Zulu to all who
were willing to answer the call.
4. This message is not authority to issue appointments. Frocking
is prohibited. COMNAVPERSCOM (PERS-806) will deliver appointments
under separate correspondence approximately 60 days prior to the
commissioning date.
5. Commanding Officers are directed to:
a. Notify selectee.
b. Notify PERS-802 via official correspondence not later than
10 days following release of this message of selectees who do not
accept appointment. Selectees who decline their commission within
this 10 day period will be considered by the FY-16 active-duty
enlisted selection boards. After the 10 day period, PERS-802 will
invalidate all FY-16 Active-Duty Navy Limited Duty Officer (LDO) and
Chief Warrant Officer (CWO) In-service Procurement Selection Board
selectees eligibility for the FY-16 active-duty enlisted selection
boards.
c. Per reference (a), ensure LDO and CWO selectees obtain a
commissioning physical within the 90 days preceding the appointment
month. Notify the applicable officer detailer upon completion.
d. Hold execution of all permanent change of stattion orders in
abeyance, if applicable, and immediately notify PERS-40 of
member's selection.
e. Administer official physical fitness assessment (PFA) within
four months of commissioning date. Selectees must hand carry test
results to officer indoctrination school, Newport, RI. If selectee
fails to achieve satisfactory medium, notify the applicable officer
detailer. Hold commissioning in abeyance until successful
completion of PFA.
f. Hold appointment in abeyance if it is determined that a
selectee is no longer mentally, physically, morally or
professionally qualified or if they fail to meet current PFA
requirements. Immediately forward documentation citing reason to
PERS-832.
6. If an LDO or CWO selectee's enlistment (including any
extensions) expires after the date of appointment, they are not
reenlistment eligible unless appointment is declined.
7. Each selectee should contact their officer detailer for
submission requirements with regard to personal information and
history cards, and inform PERS-806 of address changes to facilitate
appointment delivery.

How Do You See Yourself?


I met a U.S. Marine Staff Sergeant at a cookout over the 2013 Mother’s Day weekend.  The Staff Sergeant is on active duty, and has been a U.S. Marine for 14 years.  His resume is long and his recounts of experiences were compelling.  According to him, he’s poised to advance to Gunnery Sergeant during his next board [2015 update---he advanced; I'm extremely happy for my friend].  He is in military language: squared away.  Once I informed him of my rank, he wouldn’t stop identifying me as Sir.  I pleaded, “Dude, we are at a cookout, relax.” 

“No Sir.” 

“Look, I appreciate the respect, but we’re out of uniform.  It’s all good fam, lay off the Sir.”

“No Sir.  I’m a Marine, I know you’re an Officer, I will show you the respect, and courtesy that’s required, Sir.”

“Roger that.”

As we enjoyed drinks, slang replaced proper English, but Sir never departed the conversation.

The impression he left on me was: Semper Fi.

Our conversation ignited when he informed me that he was a hood n---a.  I informed that I understood, we all start somewhere, and it’s great to see that he has evolved into a respectable example; and to consider dropping n---a from his vocabulary.  He shot back defending his proclamation.  He went on to make it clear that he handles his business and has been quite a successful Marine.  A good portion of our conversation was dedicated to me sharing my view on why he is the exact opposite of what he expressed, while he shared his view on why he sees himself as such.

I believe his view is self-defeating and counter productive regardless of the success he achieves.  We discussed this at length, had a bunch of laughs, and some serious moments that were nothing to laugh at.  I see him as an enigma that may be simply stuck on terminology associated with --- in my opinion --- a destructive portion of American culture. 

If you see yourself as beautiful, it will show.  You may not be attractive to everyone, but ugly, out of the question.  If you see yourself as worthy of being heard, you do your best to speak with confidence and clarity in all circles, not just those in which you are comfortable.  If you see yourself as a thug, you are likely to exhibit characteristics associated with a thug.  If you see yourself as an upstanding man or woman, you are likely to carry yourself as such.  “Juice” a favorite movie of mine puts it in entertaining context (explicit language to follow). 

Bishop (2PAC), stated to Q (Omar Epps) at the high school locker, “…I am crazy.  But you know what else?  I don’t give a fuck.  I don’t give a fuck about you.  I don’t give a fuck about Steel.  I don’t give a fuck about Raheem (my favorite character), either.  I don’t give a fuck about myself.  Look, I ain’t shit.  I ain’t never gonna be shit and you less of a man than me, so as soon as I decide that you ain’t goin be shit, *pow*! So be it.  You remember that, motherfucker.  Cause I’m the one you need to be worried about.  Partner!”

A classic scene and it’s worth thinking about why Bishop didn’t see his worth.  Bishop was a fictional character whose ending was written, but what about the individuals living that life, whom share that feeling.  More importantly, it’s worth thinking about how you see yourself and the affect it’s having on your life.  What I believe and my experience has shown me to be true is: what we think about ourselves matters significantly.

Voter Suppression

 
The article by Samantha Lachman of the Huffington Post: Bill To Shorten Early Voting Period Advances In Georgia Legislature, is a good read.  The gist, a GOP legislature is going to shorten early voting opportunity in the state which is evidence the GA GOP is trying to suppress the black vote. 

I think the GA GOP is aiming to curb turnout among GA Democrats. To assert this is aimed at the American's of African descent is an affront. The bill will impact all GA citizens. 


Opponents of the bill also say it is intended to depress turnout among voting groups that disproportionately take advantage of early voting -- namely, African-Americans and other minorities.
"My question is, what is driving this? Is it truly the expense of providing early voting? If it’s not cost, then what is the real reason?" asked Democratic Rep. Debbie Buckner in an interview with The Huffington Post. "I am not clear why we would want to cut the length of time. It seems to me that we need to figure out a way to allow as many people as possible the right to vote."
Opponents of the bill need to find another way to stop this other then stoking racism or insulting their constituents.  In 14 states, which include Massachusetts, Delaware, and New York, early voting is not available and an excuse is required to request an absentee ballot.  My question is, what's driving that? What's the real reason early voting is not available in 14 states which include reliably "blue" states?  Early voting should be an option in all states. I'm for anything that will increase voter participation and against real voter suppression efforts. States that don't provide the opportunity, or are aiming to limit early voting opportunity are inconveniencing the citizens in that state. This inconvenience is not to be confused with an attack on the Black Americans of that state.

An extra day of voting access at some Georgia polls in 2014 may have inadvertently backfired, as Republican state legislators push a bill to reduce the number of early voting days from 21 to 12.

When, for the first time, the state's most populous counties decided to open some polling places on the Sunday ahead of the November midterms, GOP lawmakers argued that the early voting sites were chosen to maximize votes for Democratic candidates.

Fears that Sunday voting would lead to Democratic victories were unfounded in the highest-profile races, however, as U.S. Senate candidate Michelle Nunn and gubernatorial challenger Jason Carter lost their races by about 8 percentage points each.

And yet, the bill's supporters say the legislation is a necessary patch to create consistency and balance among urban and rural counties regarding election administration costs, as well as "equal opportunity" among voters in those counties, since the measure would ensure that all counties have at least one Saturday for early voting. It would give counties the option of opening polls a second Saturday or Sunday as well.

“There were complaints of some voters having more opportunities than others,” Republican state Rep. Ed Rynders told the Albany Herald last week. “For instance, in Fulton County last year, early voting was conducted for 19 straight days, including two Saturdays and two Sundays. This legislation offers equal access statewide."

Voting rights advocates say past experiences with long wait times and general dysfunction should be enough of a reason not to cut the advance voting period.

To that argument, Rynders said that "there’s nothing that prevents [larger cities and counties] from opening more precincts" to address longer lines that may result from the measure.

The bill is likely to pass, given that Republicans hold the governorship and have majorities in both chambers of the state legislature. It awaits action in the House Rules Committee after passing out of the House Governmental Affairs Committee along party lines last week.

The move to cut the early voting period has a precedent, as the Georgia legislature voted to slash early voting from 45 to 21 days in 2011. Then, the Justice Department had to approve those changes. However, the Supreme Court's 2013 decision struck down the Voting Rights Act formula that determined which jurisdictions had to clear voting law changes with the federal government. So now states such as North Carolina have been able to cut their early voting periods without federal permission.

Thirty-three states and the District of Columbia offer some form of early voting, according to the National Conference of State Legislatures. The average for those jurisdictions is 19 days.

The 80/20 Rule


The past cannot be changed, the present is hard to gauge, but future prospects are 80 percent a result of what you do today and 20 percent circumstance and beyond your circle of influence. 

Pareto’s Principle too often applies - the vital few and trivial many, meaning 20 percent of something is always responsible for 80 percent of the results. While seemingly an accurate assessment in business, too many allow the vital few to control their many possibilities in life. 

Future prospects are not trivial, but are to be tended to with seriousness and profound effort.

DON'T MISTAKE CONSISTENCY FOR SETTLING




A common mistake made by people eager for success is failing to be consistent. Especially when facing a set back, or, when events don't occur exactly as planned.

 
If you are motivated and want big things to happen you usually don't want to wait a decade to see results; more importantly, you don't ever want to "settle". However, consistency is not settling. For example, if you have a good job, but you're not living your dream it's acceptable to stay in the job.  Staying in the job until your ready and properly resourced to make a move is not settling. Settling is giving up on your dream because you're comfortable.

Your dream may require patience and opportunity. Time is all we have when it comes to our grandest goals. It's believed Caesar wept at Alexander's grave, "Do you think I have not just cause to weep, when I consider that Alexander at my age had conquered so many nations, and I have all this time done nothing that is memorable?" Don't allow someone's perceived success alter your timeline. Your situation is unique to you. Caesar would eventually become infamous and revered.

A friend of mind was in his words "stuck" in the rank of Second Class. He was one of the sharpest individuals in our division. Nevertheless, it took him an extremely long time, well beyond what was considered average, to advance to First Class. He could have settled, at that time you could retire in the US Navy as a Second Class. However, he never stopped performing. He remained consistent in displaying the highest level of performance. And when he finally advanced to First Class, he would later advance to Chief during his first opportunity, which is abnormal. Next he reached his dream, and was selected to the coveted rank of Chief Warrant Officer, a milestone many strive for but never achieve.
